Fisherman's Cape

Hey jammers! Today's underwater item is the Fisherman's Cape! I haven't gotten my Monthly Member Gift yet, but other jammers have! It's a Golden Phantom! I can't wait until I get mine! Today's Mystery is in the Chamber of Knowledge. On the second floor, all the way to the left, there is a Crystal Phantom. What is it for, who created it, and why is it in a glass jar? answer in the comments below!
